Можно осуществлять только вызовы абонентов GSM PLMN, а также абонентов фиксированных сетей в странах CEPT, независимо от того, в какой из этих стран находится мобильный абонент. Можно осуществлять только вызовы абонентов одной или нескольких PLMN или одной или нескольких фиксированных сетей в той стране, где в настоящее время находится данный абонент, а также абонентов "домашней" PLMN и абонентов фиксированной(ых) сети(ей) в стране "домашней" PLMN.
